FIFTEEN per cent increases for workers of the Unemployment Relief Programme (URP) and Community-Based Environmental Protection and Enhancement Programme (CEPEP)? I thought URP had been replaced by CEPEP some years back but I had it all wrong. URP hasn’t closed at all. It has an up-to-date website that gives details about its 16 units and its four to six week programmes that people can sign up for. URP includes a special programme to teach women marketable skills while they work.
